The Scholarship Evaluation Method for International Students at Anhui Medical University (Trial)

(To be reviewed)

In order to further promote the education and management of international students, and encourage them to cultivate their morality and study diligently, the project on the scholarship evaluation of international students at Anhui Medical University will be set up according to the related documents of university, combined with the characteristics of the international students.

I Evaluated Object:

The full-time international students at Anhui Medical University

II Evaluation Criteria:

1. Study hard and the annual comprehensive evaluation is above average;

2. Abide by the laws and rules of China and the regulations of the university;

3. Respect teachers, unite classmates and behave well;

4. Value Chinese customs and maintain the friendship between the people from all over the world;

5. Participate actively in activities organized by the school and the university.

The student is not qualified for the evaluation of scholarship if his or her behavior falls into one of the following cases:

1. Those who extend the terms of studies and those being fresh graduates;

2. Those who have been subject to administrative punishment in violation of the relevant provisions of the entry and exit management;

3. Those who have been subject to warning above (including warning) in violation of the regulations of both school and university;

4. Those who have been absent from school without permission more than five times (including five times) in one academic year;

5. Those who fail to pass one of the subjects examinations (including one subject examination) in the scholarship evaluation year

6. Those who fail to pay up the tuition fees.

III Scholarship Categories:

Scholarship of Anhui Provincial Government

Scholarship of Anhui Medical University

1. "Zhang Xiqi" Scholarship of Anhui Medical University

2. "Qihang" or "Sailing" Scholarship of Anhui Medical University

3. "Eli Lilly Scholarship for International Students” of Anhui Medical University

4. "Outstanding International Students" Scholarship of Anhui Medical University

IV The specific conditions of the scholarship winners, the level, the proportions and the amounts of the scholarship

Scholarship of Anhui Provincial Government

Anhui Provincial Government offers scholarship to international students. Undergraduate student can receive 20000 RMB/year. Master degree student can receive 30000 RMB/year. Doctoral degree student can receive 50000 RMB/year.

Scholarship of Anhui Medical University

1. The School of International Education has one winner of "Zhang Xiqi" Scholarship of Anhui Medical University every academic year (The scholarship is set to commemorate the late Chinese famous eye specialist Zhang Xiqi, the former Dean of Anhui Medical College, formerly known as Shanghai Southeast Medical School, the predecessor of our university. It is designed to inspire medical students to love medicine, to study hard, and to have all-round development. The scholarship is of the highest honor in Anhui Medical University. Undergraduate students with the highest score in comprehensive evaluation can apply for it to the school. The scholarship prize money is 2,000 Yuan. The" Zhang Xiqi Scholarship winners can not apply for other scholarships.

2. Undergraduate students with top 5 scores of comprehensive evaluation may apply to the school for “Qihang (Sailing)” scholarship of Anhui Medical University in the first semester of the freshmen year. (The scholarship is set and funded by Anhui Medical University and aimed at encouraging the freshmen to adapt to the school’s learning and living environment and keep a good attitude to go into medical study). It includes one first prize with prize money of 1,000 Yuan; two second prizes with prize money of 700 Yuan each; two third prizes with prize money of 400 Yuan each. After the end of the first year, the students who get the “Qihang scholarship” can still apply for other scholarships.

3. Undergraduate students with the highest score in comprehensive evaluation can apply to the School for Anhui Medical University “Eli Lilly Scholarship for International Students” (The scholarship is set and funded by the Eli Lilly China branch, only to reward students that excel in moral and academic performances. The aim is to motivate students to love Chinese culture, love medicine, study hard, and have all-round development.) Each grade has one place per school year and the prize money is 2000 Yuan. Eli Lilly Scholarship winners shall not apply for other scholarships.

4. "Outstanding International Students" Scholarship of Anhui Medical University covers about 23% of the students in all grades. The proportion of the first prize, the second prize and the third prize is 3% 8% and 12% of the number of students respectively. First prize scholarship awards 1,200 Yuan per person per year; second prize scholarship 800 Yuan per person per year; third prize Scholarship 600 Yuan per person per year. The award-winning international students must have more than 80 points (80 points included) in comprehensive evaluation. Scholarships for outstanding students’ winners shall not apply for other scholarships.

V Evaluation Process

1. Before September 25 of each year, each grade should submit list of the students’ scores of Comprehensive evaluation to the Student Affairs Office in the School of International Education. The list will be publicized among students for three days after the audit.

2. Before October 15 of each year, the student applying for individual scholarship should send application materials to his grade counselor. The counselor reports the materials to the Student Affairs Office after preliminary review.

3. Before October 20 of each year , each grade, to the reference of this assessment, submits the list of students winning scholarships for outstanding students to the Student Affairs Office of the School of International Education

4. Student Affairs Office takes a preliminary review of various types of scholarships within five working days and reports to the party policy joint meeting for reconsideration after the preliminary review. The announcement will be publicized for no less than three days.

5. After the publicity, the list will be submitted to the students’ affairs division for audit.

The Comprehensive Evaluation Method for International Students’ Morality, Intelligence and Fitness in AMU (trial)

Chapter One     General Rules

Article 1

To enhance the international students’ education in AMU, and encourage them to study hard, we hereby work out this method, to stimulate and guide the international students to have an overall development in morality, intelligence, fitness and virtue, and to foster and shape a good comprehensive quality.

Article 2

The Comprehensive Evaluation includes the following three aspects: morality, intelligence and fitness. Each aspect is further divided into small parts. The evaluation of an international student is mainly based on the scores of the above three aspects.

Article 3

The score of all these three aspects----morality, intelligence, culture and fitness, will be calculated in terms of scores of 100 points (the score in each aspect, in principle, should not exceed 100 points, otherwise , it will be submitted to and decided by the Party and Administration joint conference.) Respectively, morality takes up 20%, intelligence takes up 70%, culture and fitness takes up 10%. The final score of an international student’s evaluation is the addition of the three.

Calculating Formula:

The comprehensive evaluation score = the score of morality ×20% + the score of intelligence ×70%+ the score of culture and fitness ×10%

Article 4

Target object:  the full-time registered international students in AMU.

Chapter Two      Evaluation Rules in Morality

Reasons for award

1. participation in a social practice or a competition

4—15 points

Those who have an outstanding performance with an honorary title in the school-level or above competition and social practice will get incentive points as an award: 15points for national-level, 10 points for provincial-level, 5 points for school-level, 1 point for participation. The scores are not accumulative and take the highest one.   

2. Outstanding deeds

2—25 points

Those who have an outstanding deed within one academic year will get incentive points as an award: 4 points for those with a commendation by the university or school, 3 points for those with an honorary title of the university or school. Besides, for those who have an excellent performance in helping others and fighting against evildoers and wrongdoings will get 2 to 8 incentive points according to the actual circumstance. (15 points for those with a municipal-level honorary title, 20 points for provincial level, 25 points for national-level.)

3. Student cadre

1—10 points

Those who are responsible and passionate for the job as a student cadre, (including class cadre and communist cadre) with outstanding achievements, will get incentive points according to the actual circumstance.  

4.Teaching management

1—15 points

Those who are never late for class, never leave early, respect teachers and unite classmates will get incentive points according to the attendance and assessment from the teachers and classmates.

5.Collective activity

1—15 points

Those who work hard and have a certified achievement in the various students or collective activities will get incentive points. (15 points for organizers; 10 points for participants with the first prize, 8 points for participants with the second prize, 5 points for participants with the third prize, 1 point for participants without any prize as well as audience.)

6. Publication of papers

  4—5 points

Those who have published papers (including news reports and reflections) and recognized by the school will get incentive points. (5 points for national-level, 3 points for provincial level, 2 points for school-level, 1 point for participants.)

7. Network security and cultural dissemination

1—5 points

Those who communicate or study via network and promote civilized and healthy ideas and behaviors with a positive influence will get incentive points according to the actual circumstance.

Deductible points

1.Violation of Chinese law

Deduct all points of morality

Those damaging China’s dignity and honor, violating Chinese law, damaging social order or disturbing social stability and unity will have no points.

2.Violation of school regulations

10-35 points

Deduct points respectively according to your sanctions: school warning: 15 points; serious warning: 20 points; demerits:30 points; academic probation: 35 points(noncumulative, only deduct the highest one)

Deduct 5 points or 3 points respectively for the notice of criticism or the name punishment.

Deduct accordingly for those who fail to observe the school regulations such as disturbing the school and public order, damaging the public property, overdrinking, fighting and smoking in non-smoking areas.

3.Teaching management

1-10 points

After three times of absences or approved leavings, deduct 1 point for the subsequent every absence, lateness or early leaving

Deduct 5 points for leaving school without permission.   

Deduct 3-5 points for delaying reporting or delaying paying tuitions without reason.

4.Dormitory management

1-10 points

Those who return late or do not return at all after the set time for closing the dorm or make a racket during the rest periods and disturb the others will be deducted accordingly.

Every member in the dorm will be deducted 1 point if your dorm scores the bottom three in the foreign students’ dormitory inspection. Deduct points again if without any improvement after being criticized over twice.  

Deduct 2 points for each wiring in private or using high-powered electrical appliances(over 500W) in the dorm, deduct points again if without any improvement after being criticized over twice.

5.Collective activities

6 points

Deduct 2 points for unapproved failure to attend collective activities like  fulfilling clean-up duty or charity work, etc.

6.Student cadre

1-10 points

Deduct accordingly for those student cadres exerting adverse effects on others.

7.Network security and cultural dissemination

1-5 points

Deduct accordingly for those who duplicate, fabricate or distribute the false, pornographic materials or materials harmful to the image of China, exaggerate the truth or start a rumor via Internet.

Those who achieve 1st, 2nd or 3rd prize in our school learning contest will get 5, 4, or 3 points respectively.

Rank examinations

HSK

1-5 points

Those who love Chinese culture and Chinese language, study hard and have a good performance will get more points based on their scores and the relevant teachers’ evaluation.

Those who take those courses will get 1 point in that term, those who can pass the primary test, intermediate test or advanced test will get 3, 4, or 5 points in that term respectively.

Papers

1-3 points

Those who have published papers (including reviews) in the medical journals above the university-level will get 1 point. Those who have published in our campus journal will get the point according to the quality of their articles.

Courses

Inspection courses

2-6 points

Those who pass one inspection course will get 2 points. Cumulatively, 6 points at most.

Ranking

Midterm examinations and final examinations

1-3 points

Those who rank the top three for each course will get 3, 2, or 1 point respectively.

The players who get in the provincial sports first, second, third, fourth, fifth or sixth place (collective project first, second or third will get 6, 5, 4 points for each player. The above is not cumulative, just take the highest score), participants will be given an extra point.

Breaking the record

Breaking school, city, province, National Games record is additive, so are the collective project participants.

Literature and art class

The players who get in the school literature and art competition first, second, third, or fourth  place(collective project first, second or third will get 3, 2, 1 for each player. The above is not cumulative, just add the highest score), participants will be given an extra point.

Municipal competitions

The players who get in the municipal literature and art competition first, second, third, fourth, fifth or sixth (collective project first, second or third will get 4, 3, 2 for each player. The above is not cumulative, just take the highest score), participants will be given an extra point.

Provincial competitions

The players who get in the provincial literature and art competition first, second, third, fourth, fifth or sixth place(collective project first, second or third will get 5, 4, 3 for each player. The above is not cumulative, just take the highest score), participants will be given an extra point.

Breaching of discipline and misconduct

Students violate game discipline or conduct uncivilized or immoral behavior depending on the seriousness of the case.

Chapter Five Evaluation Process

The evaluation process is in line with the principle of being fair, just and open, taking a combination of qualitative and quantitative approach, based primarily on the degree of participation and the actual performance of the students. The evaluation method includes student peer assessment, self-assessment, and counselor advisor evaluation.

Self-assessment. Each student has to do a self - evaluation from the moral, intelligence and physical aspects, filling out the score according to the actual situation and submits the score to the counselor teacher.

Peer evaluation. According to a certain proportion, Counselor teachers organize classmates to do peer assessment based on students ' self-assessment.

Teacher evaluation. The score is filled out by the evaluation team composed of counselors, teachers and the faculty based on the performance of the students in the moral, intellectual and physical aspects.

Announcement of the evaluation results. The student counselors comprehensively review the evaluation results and adjust (plus or minus) the evaluation score according to the actual situation of students, then report to the College leadership for validation. The result of the review will be announced with approval of the school of international education. Students can question the evaluation results in three days from the date of public announcement. Mistakes will be corrected if there are any and a second list will be published after that.

The evaluation cycle is once per academic year.

Chapter Six Supplementary Provisions

The school can adjust the items of additional points and the scores ( reward , deductions) in accordance with the focus work of each school year.

The School of International Education is responsible for the explanation of these procedures.

The method is implemented from the date of publication.
